Abstract: The globe is warming. The more carbon dioxide from the combustion of coal, oil and gas pours into the air, the less stable the climate becomes to leave remaining fossil fuels in the ground. Yet, the dominant neoliberal approach to the crisis of carbon trading, promoted by the US and enshrined in the Kyoto Protocol and the EU Emissions Trading Scheme, is failing. Slowing social and technological change, dispossessing ordinary people in the South of their lands and futures and undermining already-existing positive approaches, carbon trading only prolongs industrialized societies dependence on fossil fuels. It is bad for the South, bad for the North, and bad for the climate. Compiling the latest research and analysis, this special report lays out the case and describes what can be done.
